The San Diego Regional Task Force on Homelessness conducted the We All Count point-in-time count countywide. Mandated by the U.S. Department of Housing and Urban Development (HUD), this annual Point-in-Time (PIT) count provides an estimate of the number of homeless persons throughout San Diego County. The count includes persons living "on the street" or staying in homeless shelters.

Housing & Homeless Funding in Escondido
Transparency Note - these numbers are significantly less than previous years. This is because the numbers previously reported included $4,588,580 from one-time funding received for COVID relief and $5,000,000 for two significant development projects.
Homeless Prevention Total $165,600
- Center for Community Solutions ($35,000)
- The Center for Community Solutions (“CCS”) operates Hidden Valley House, a domestic violence shelter, located in Escondido. Hidden Valley House provides emergency and supportive services for approximately 45 households (120 adults and children), delivering a combined total of 3,000 nights of safe housing/shelter and supportive care.
- Interfaith Community Services ($50,000)
- Provide services aimed at preventing homelessness for senior households who reside in Escondido and are at risk of homelessness. Assisted 15 seniors with rent, deposits, etc.
- Legal Aid Society of San Diego ($35,000)
- The Legal Aid Society of San Diego (LASSD) enforces fair housing rights and helps Escondido residents to maintain housing stability. The program provides education and outreach regarding rights and responsibilities under the Fair Housing Act and related State laws; legal education, referral, advice and/or representation; and testing to detect fair housing discrimination from housing providers.
- Rental Subsidy Program ($45,600)
- Rental subsidy payments of $200 per month for Escondido residents
Permanent Housing total $25,000
- First-time home buyer ($25,000)
- Provide down payment and/or closing cost assistance, up to $25,000, to households earning up to 80% Area Median Income (AMI).
