Despite the economic impacts of COVID-related closures in many industries, construction is booming in the City of Escondido! As a result, Engineering, Planning, and Building staff are experiencing significant increases in the volume of applications for building, solar, grading, and encroachment permits. The City is in the process of rolling out a new software system that will ultimately increase efficiency and provide a streamlined experience for our customers, but there are a few kinks that still need to be worked out. Plan reviews are anticipated to require 2-weeks longer than normal processing times.

The Current Development Section consists of Office Engineering and Traffic Engineering. Office Engineering is responsible for maintaining engineering-related record documents, plans, and maps; providing engineering requirements for all development projects; and processing private development engineering plans and maps, lien contracts, and repayment agreements. Traffic Engineering is responsible for the coordination of traffic signal operation, and signing and striping throughout the city.

The City of Escondido has formed a Citywide Community Facilities District (CFD) to offset the ongoing costs of providing municipal services to new development. For more information regarding the Community Facilities Districts and the process, please visit Community Facilities Districts.
