East Valley Parkway & Valley Center Road Improvements
Purpose
More Lanes Ahead...Drive Safely and Thanks For Your Patience.
This project takes the narrow and traffic-burdened East Valley Parkway thoroughfare to Valley Center and widens the road to help improve the flow of traffic. The end result will widen East Valley Parkway and Valley Center Road from Beven Drive to the Northern City limits, getting you where you need to be faster!

Project Update
January 2019 - Sixth Project Update
With the project nearing substantial completion, all travel lanes are now open to motorists. The new six-lane extension of East Valley Parkway is pictured in Figure 1.
Construction of the enhanced sound wall along the West side of the project is complete (Figure 2). Figure 3 highlights the sound wall pilasters faced with manufactured stone river rock. A combination of evergreen and flowering trees together with native and naturalized shrubs were planted along the parkway at the base of the sound wall. The landscape design is intended to serve as a transition between the existing streetscape at Eureka Ranch and the rural character of the Northern roadway.
The newly constructed entry monument sign (Figure 4) welcomes motorists traveling South into Escondido. The design of the sign matches the pilasters of the enhanced sound wall. The contractor will install an electrical service to power two ground-mounted light fixtures that will light the sign face. The stamped concrete medians are complete (Figure 5). The remaining median landscaping will be completed after the permanent replacement of the water main crossing of the median has been completed.
The contractor will continue to maintain the landscaping throughout the project for a 90-day maintenance period to achieve acceptable plan establishment.

Project Funding
Total Project Cost: $9.7 Million
Funding sources include an $800,000 contribution from the Rincon Band of Luiseño Indians, a $675,000 Highway Safety Improvement Program Grant, a $1.6 million Demonstration Grant, TransNet and Traffic Impact Fees.
